Communion in the hand, altar girls, Communion under both kinds, routine use of Extraordinary Ministers, and idiotic music are not abuses but are permitted by Rome explicitly or they are within the Bishops' discretion which means they are permitted by Rome.
What is now evident by men like Hoyos is that they have seen the damage and are powerless to do anything but feign outrage. While instead of tackling the abuse issue (within the liturgy and among the clergy) forcefully and head on, the pope issues "apologies.”
