The deacon is also an ordinary minister and can distribute communion. As for the receiving of the Eucharist in the hand, the only time I receive in the hand is if I'm receiving from an extraordinary minister, but yes, on the tongue has always been understood as the norm, but receiving in the hand is acceptable. On the tongue is the norm in Rome but I still see many receiving on the hand there.

Later on the Pope called all the bishops for instance from the USA, to discuss this matter, the bishops took a vote and it was unanimous that receiving Communion SHOULD CONTINUE AND REMAIN AS IT HAS BEEN FOR THE PAST SEVERAL CENTURIES: TO RECEIVE ONLY ON THE TONGUE. There is NO Pope that has wanted the faithful to receive Communion in the hands. All this is the undermining of those who wish to destroy the One, True Church founded by Jesus Christ.
