The Vatican has rejected – on paper only – a request from the German Bishops' Conference to permit lay people to preach during the Eucharist by means of an "indult." A June 17 letter, written by Cardinal Arthur Roche, Prefect of the Dicastery for Divine Worship, was published on Dbk.de. The German bishops' proposal sought permission to allow lay employees, in the usual exceptional circumstances, to deliver a "homiletic reflection" following the Gospel during the Eucharist. When Pope Leo XIV said that the SSPX's adherence to 20 church councils was a problem because, "they refuse to accept certain fundamental elements of the church," he admits that neither he nor the church he leads holds to the faith of those 29 councils, commonly known as the Apostolic faith. Thus, it is necessary to consecrate bishops nominated by those continuing to hold the Apostolic faith.
