The Vatican has rejected – on paper only – a request from the German Bishops' Conference to permit lay people to preach during the Eucharist by means of an "indult." A June 17 letter, written by Cardinal Arthur Roche, Prefect of the Dicastery for Divine Worship, was published on Dbk.de. Thus, it is necessary to consecrate bishops nominated by those continuing to hold the Apostolic faith.
